The warning was handed down during the Commissioner’s assessment visit to Lambara town in Shagari Local Government Area, where a company was found to have commenced mining activities without obtaining the necessary authorisation from the state government.

He reiterated that the ministry is tasked with overseeing all mining operations in Sokoto State and will not tolerate any form of illegal mining.
“The ministry will ensure that due process is followed at all times. We are committed to reviving and improving mining activities in the state, but this must be done in accordance with the law,” Maccido stated.

Tax Reform Bill: ASUU Warns FG Not to Scrap TETFUND for NELFUND /2025/01/16/tax-reform-bill-asuu-warns-fg-not-to-scrap-tetfund-for-nelfund/ /2025/01/16/tax-reform-bill-asuu-warns-fg-not-to-scrap-tetfund-for-nelfund/#respond Thu, 16 Jan 2025 01:53:11 +0000 /?p=1048204

•Says such move will destroy public varsities

•TETFund product of ASUU; other African countries emulating it

•Education sector stakeholders, VCs, pro-VCs not consulted

Onuminya Innocent in Sokoto

The Academic Staff Union of Universities (ASUU), Sokoto Zone, has warned the federal government not to phase out the Tertiary Education Trust Fund (TETFund), saying it has helped to transform tertiary educational institutions in Nigeria in the last three decades.

Speaking at a press conference held at the Nigerian Union of Journalists (NUJ) Press Centre in Sokoto, the chairman of the Sokoto zone, Professor Abubakar Sabo, explained that suffocating the funding source of TETFund to run the Nigerian Education Loan Fund (NELFUND) would destroy public education in the country.

“The only source of funding is from TETFund, so when you destroy it, you have destroyed public universities,” Sabo stated.

He alleged that some members of the ruling class “want to destroy public universities and ensure that the children of the poor remain slaves”.

The ASUU chairman faulted the tax reform bills introduced by the President Bola Tinubu administration. He said stakeholders were not consulted within the educational sector before the bills were sent to the National Assembly.

Sabo said, “TETFund is a product of ASUU. You can’t make the tax laws without meeting with ASUU for inputs before proposing it before the National Assembly.

“The Vice Chancellors were not consulted; Pro-Chancellors were not consulted. The people sat down somewhere and said over the next five years let’s scrap it without consulting those who initiated this bill that has transformed Nigerian public universities.

“That’s not how to work in a system. That’s not how to run a country that is democratic.”

Sabo maintained that rather than systematically phasing out TETFund, which derived its funding from consolidated revenue from company income tax, the government should bankroll the newly formed NELFUND from Value Added Tax (VAT).

According to him, “Let that Act that was initiated in 1993 that has transformed all Nigerian universities, be allowed to stay. If you want to drive NELFUND, go and look for ways to fund it. Don’t take from the one that is in existence to fund it.

“When you go around all Nigerian universities, polytechnics and Colleges of Education today, 90 per cent of the physical structures you have there are products of this struggle for TETFUND.

“But this tax bill is saying that by the year 2030, it should be scrapped and merged with NASENI and NITDA and then reduced to two per cent.”

He explained, “When you go outside the country, companies fund universities, they give grants, which companies are not doing in Nigeria. The only one they are doing is this two per cent. So, they should not look at it as tax but investment to produce graduates that would work for you.

“Other countries in Africa are emulating this TETFund. I will give you an example: Ghana. Because of this, in 2021, Ghana passed their GETFUND – Ghana Education Trust Fund. They got theirs from VAT.”

Sabo further stated, “If you are starting your programme, which is NELFUND, there is no problem. Challenge the academia, we will tell you how to fund it. We will give you a way to fund it without tampering with the one on the ground.”

The union asked the government to “let the poor breath” and not suffocate them with anti-people policies.

Sabo stated, “Our issue with NELFUND is that in a country like Nigeria, it should be grants; and not a loan.

“All the universities are increasing their fees now; jerking up their fees so that the students will borrow more loans from this NELFUND, encumbering the children of the poor.

“Allow TETFund as approved by the military based on the efforts of Nigerian lecturers, for whom many died: Mahmood Tukur died for that struggle. Don’t destroy it because once you destroy it, you have destroyed Nigerian education.

“It is not about ASUU; it is about the future of Nigeria. Nigerian government gives less than 10 per cent to education. In West Africa, the minimum budget allocation is 15 per cent.”

The Governor of Sokoto State, Dr Ahmed Aliyu, has inaugurated a committee to supervise the sales of Subsidized food items and other essential commodities to the general public across 23 local government areas of the state.

Speaking at the inauguration at the Government House Chamber in Sokoto, the governor explained that each ward would benefit 600 bags.

He further disclosed that the exercise became important owed to the economic situation and varying social challenges citizens have faced in the country since the inception of the present administration.

According to him, certain national reform policies initiated by the Federal Government to redirect the economic and social fortunes of the country for future growth and development could not pacify the situation in the country.

“Policies such as removal of fuel subsidy, electricity tariffs and others, subjected our people to varying economic hardships and numerous tests of livelihood.

“We are all living witness to the fact that numerous efforts in the form of Palliatives were initiated and executed by both the Federal and State Governments to cushion the effect of the hardship,” he said.

He further added that considering the social vices of the state and certain peculiarities, the State Government extended various Palliatives of different commodities to all corners and cronies of the State free of charge and procured mass transit vehicles whose services were subsidized to ease transportation difficulties of people within the State and beyond.

*To take delivery of 34 air assets to strengthen air combat capabilities

The federal government has pledged to ensure that the Nigerian Air Force (NAF) gets the necessary resources to maintain operational efficiency, especially in countering security threats in the North-west.

The air force, yesterday, revealed that the federal government had finalised arrangements for the acquisition of 24 M-346 Fighter Ground Attack (FGA) jets as well as additional 10 AW-109 Trekker helicopters to the two already procured to strengthen its air combat capabilities.
Minister of State for Defence, Bello Matawalle, made the disclosure while jointly inspecting ongoing developments at the NAF 119 Composite Group (CG) provisional layout, with the governor of Sokoto State, Ahmed Aliyu, in Sokoto.

A statement by Ministry of Defence said the minister reaffirmed government’s resolve to bolster NAF’s capacity as part of the strategic fight against insecurity in the region.

He also tackled former Minister of Transportation, Chibuike Amaechi, for allegedly inciting violence, warning him to desist from making inflammatory remarks that can threaten the peace and stability of the country.

Matawalle said government’s commitment to bolster NAF’s capacity was part of its bold effort to enhance national security.
He praised the dedication and professionalism of NAF personnel, stating, “The Nigerian Air Force continues to play a critical role in safeguarding our nation.”

In a separate statement, Matawalle accused Amaechi of inciting violence and unrest among the populace.

The minister stated, “It is both reckless and irresponsible for a former public servant of Amaechi’s standing to incite Nigerians against their own government. At a time when President Bola Ahmed Tinubu is working tirelessly to address the challenges facing the nation through various reforms that are yielding results.

“It is absurd, preposterous and shameful for anyone to exploit the genuine situation of our citizens for selfish political gain.”

Matawalle reiterated Tinubu’s commitment to safeguarding the peace and security of every Nigerian.

He added, “We will not allow anyone to fuel violence or manipulate the prevailing situation of our people. Let this serve as a final warning to Amaechi and his cohorts.”

He cautioned Amaechi not to cast aspersions on government’s genuine intentions for the people, saying, “It is expected that Amaechi joins hand with the government to move the country forward, rather he chose to stay aside with myopic assertions.”

However, Aliyu commended the synergy between the federal and state governments in addressing security challenges, declaring, “Sokoto State stands firmly with the armed forces.”

According to him, “We are committed to providing all necessary support to ensure peace and stability for our people.”

He pledged continued cooperation to enhance security in the state and across the region, and commended Matawalle’s commitment to get the North-west out of its security dilemma.

The governor said Matawalle had shown resilience and bravery by penetrating what used to be a no-go-area and opening up areas that were deserted.

Former Zamfara State governorship candidate, Dr. Sani Abdullahi Shinkafi has alleged that top politicians are sponsoring banditry in Nigeria’s North-west region.

This accusation comes amid heightened insecurity in the area, with numerous reported attacks and kidnappings.

In a statement issued yesterday, Shinkafi claimed that some influential politicians are secretly backing the bandits, undermining efforts to restore peace.

Shinkafi, who also serves as the Executive Director of Patriots for the Advancement of Peace and Social Development (PAPSD), supported the Defence Headquarters’ investigation into the sponsorship of banditry in the North-west.

He condemned unscrupulous politicians using banditry for selfish gains and called for a probe into those politicising insecurity.

According to him, the Defence Headquarters’ investigation is a welcome development.

He praised President Tinubu’s directive that led to the elimination of notorious bandits, emphasising military successes in neutralizing bandit leaders Kachalla Halilu Sububu, Jamilu Nazakiru, Sani Black, Danbaleri Mashekari, and Wala Baburki.

He stated, “This is a welcome development and long overdue in the quest for sustainable peace, security, and development in the region.

“The spate of killings, kidnappings for ransom, destruction of property, imposition of levies and taxes, and displacement of people from their communities by these criminal elements is alarming. It calls for a concerted military effort to crush them and restore national security.

“Anyone found culpable in the probe should face the full weight of the law, regardless of their status or position in the country.

“Some unscrupulous politicians have been using banditry as a campaign tool against their opponents for selfish political motives. The Defence Headquarters should also investigate those exploiting the lives and property of innocent people for political gain.

“Other public office holders similarly use the security challenges as conduits to divert and siphon public funds for personal enrichment.”

Shinkafi also defended Minister of State for Defence, Dr. Bello Matawalle, against blackmail allegations, citing his excellent performance in President Tinubu’s cabinet.

“The Nigerian Army has continued to review its tactics, techniques and procedures in order to come up with both kinetic and non- kinetic strategies to defeat these challenges.

The Peoples Democratic Party (PDP) in Sokoto State has condemned in the strongest terms the arrest of Shafi’u Umar Tureta, a Special Assistant to Senator Aminu Waziri Tambuwal on Media by operatives of the Nigeria Police

In a statement issued by the state Publicity Secretary, Hassan Sahabi Sannyinawal, PDP said: “Our party understands that Tureta was arrested on the orders of the Sokoto State Governor, Ahmed Aliyu, for sharing a viral video clip of the governor struggling to make a statement in English and another equally nationally well-circulated clip of cash spray at the governor’s wife’s birthday party.

“We, first of all, wish to draw the attention of the governor to the fact that the visuals in question must have been recorded by camera men attached to his own office or his family and initially leaked to the public by the same people.”

Hassan explained that it is also not a crime in the Nigerian law to make public videos of the governor’s public engagements or of events attended by his family, however embarrassing they may be.

It is, therefore, his task or that of his aides to ensure that such materials do not get to the public arena.

The PDP state scribe said: “The PDP wishes to caution the Sokoto State Government of its fast worsening human rights record occasioned by its notoriety for harassment and assault on dissenting opinion. We hereby, counsel Ahmed Aliyu to turn his energy towards improving the dismal performance of his regime rather than the desperate struggle to stifle freedom of expression in the state.

“Our party supporters and media personnel are not responsible for the governor’s personal and administrative deficits and short comings. We advise therefore, that he should endeavour to deal with his failures in constructive and proactive ways, instead of visiting his frustration for his shortcomings on innocent citizens.”

The PDP demanded the immediate, unconditional release of Shafi’u Umar Tureta and a final stop to the brutality meted by the Sokoto State Government on citizens for simply exercising their constitutional right to criticising bad governance and unbecoming conduct by those in power in the state.

The traditional ruler, seen in the video with his blood-stained clothes as well as chained hands and legs said: “I am seeking the help of the government. I am their servant, and I have served them for 74 years, including 45 years in government service.

“I have always been in the service of the government, and it is the government’s responsibility to help me.”

The late traditional ruler hailed from the same local government area-Sabon Birnin- with the present Deputy Governor, Alhaji Muhammad Idris Gobir.

It has been recalled that the Eastern Senatorial district of Sokoto State where the late traditional ruler hailed from is an epicentre of banditry.
