Tax Clearance by Students: Parents/Guardians Task Kogi Government to Rescind Decision /2025/01/08/tax-clearance-by-students-parents-guardians-task-kogi-government-to-rescind-decision/ /2025/01/08/tax-clearance-by-students-parents-guardians-task-kogi-government-to-rescind-decision/#respond Wed, 08 Jan 2025 03:31:32 +0000 /?p=1046155

Piqued by the decision of the Management of the Confluence University of Science and Technology CUSTEC, Osara, that new intakes should present parents tax clearance before they attend classes, parents and guardians have called on the state government to prevail on the management to rescind the order immediately.

The parents argued that  arbitrary decision of the Kogi State Government has sparked outrage in the state with parents, Human Rights activists and concerned educationists kicking against the policy.

This new policy is seen as “wicked, ungodly and an infamous act aimed at  denying students of poor backgrounds, orphans and those struggling to train themselves the universal right of going to school and a clear negation of what Governor Usman Ododo professed when he was sworn in last year when he said’ the poor must be allowed to breathe’ “

The state government had in late November last year issued a memo from the chairman of the Board of Internal Revenue Services, Sule Enehe, to schools in the state not to allow students who failed to present a verifiable tax clearance certificate from their parents to continue their education in the state.

Reacting to the controversial policy, a Kogi-based legal practitioner and rights activist, Arome Odoma, has issued A Pre-Action Notice Against Kogi State’s Policy on Parental Tax Clearance for Student Registration: A Fight for Educational Justice

Odoma who is challenging the legality of the policy, in a pre-action notice addressed to the governor of the state, Ahmed Usman Ododo, and the chairman of the Board of Internal Revenue Service, laid bare the policy’s flaws, branding it “repugnant to natural justice, equity, and good conscience.”

A copy of the notice which was made available to newsmen in Lokoja yesterday read in  parts:

“I read a memo from the office of the Chairman Kogi State Board of Internal Revenue Service dated the 26th November, 2024 mandating institutions of learning not to register any student without a verifiable parent’s tax clearance certificate.

“This policy is not only repugnant to natural justice, equity and good conscience but also an attempt to deprive the future leaders their right to education.

“The chairman of the board should take note that education is not a privilege but a right, it then goes to say that education is legally guaranteed for all without discrimination.

“All states including Kogi State has the duty to protect, respect and fulfill the right of education of her citizens without discrimination.

“This policy is purely incongruous to the people’s right to education and we will hold the State accountable for violation and deprivation of our people’s right to education.

“How does it concern an innocent child/Student whose duty is not to enforce tax payment to suffer from non-compliance of his parent to pay tax to Kogi State Government. We should also take note that we were once children of no body before we became somebody.

“Our quest to satisfy the financial urge of the government should not deprive the citizens of their fundamental rights especially that of education which is not freely given.

“I have seen some students without parents or guardians struggling to sponsor themselves with hard labour. Some of our governors and senators in Nigeria didn’t grow with parental support but via being determined and focused to achieve education.

“I know the current governor of Kogi State, the person of Alhaji Usman Ododo, his style of leadership to the best of my knowledge is not in conformity with this obnoxious policy made in violation of people’s right to education and I am of a strong view that the said policy be reversed.

There must always be a conscious progressive relationship amongst the three arms of government, particularly the legislature and judiciary, for sustenance of good governance.
The Chief Judge of Kogi State, Justice Josiah Majebi, has disclosed that it is gainful for the legislative and judicial arms of government to work hand-in-hand for effective administration of justice in the state and promotion of good governance.
Justice Majebi  made this call at the headquarters of the state Judiciary in Lokoja when he received the state’s House of Assembly Committee on Judiciary, Justice and Legal Matters in his office.
The committee was led by its Chairman, Halidu  Adejoh, who had his other members with him except the Vice Chairman, the Speaker of the House, who was unavoidably absent.
He recalled that the judiciary had enjoyed the committee’s collaboration over the years with impactful effect on justice administration in the state, noting  that previous committee members didn’t fail in delivering through oversights and enactment of laws that  have benefited the state.
According to Halidu  Adejoh, “The collaborative relationship between the Judiciary and the House of Assembly, particularly the Committee on Judiciary, has grown from strength to strength.
“Both the committee and, by extension, the State House of Assembly have consistently upheld the status of the High Court and have, therefore, accorded
High Court, by implication the Judiciary, the respect it deserves as a fundamental arm of government.”
While thanking the committee for the visit and raising Judiciary’s hope for better days ahead, the CJ said it’s on record that the two arms had always been in harmony and assured that the Judiciary will always respect and honour the integrity of the legislative.
He added that the visit was indicative of legislative interest in building an enviable judiciary for the state which would be adequately complemented by the  judges in the judiciary whose integrities are not in doubt.
According to the CJ, “We have honest, dedicated and trusted judges whose integrities are not in doubt in the whole country. They have been at various Election Petitions Tribunals and I am pleased to inform you that none of us has been found wanting.
“So, as you move to have an enviable judiciary in the state, we will not fail the state. As the National Judicial Council is there watching the credibility of judges nationwide, we will not fail our arms of government that are interested in producing an enviable judiciary.”
The CJ however called for an urgent attention to judiciary’s annual budgetary allocation stating that after payment of salary, the institution lacks the capacity to embark on pressing needs despite the huge responsibilities at its behest.
Though confident of Governor Ahmed Ododo’s promises for the Judiciary, he said the state legislatures could also be supportive with the budgetary process.
“One problem we have is that there has been no improvement in our yearly budgetary allocation. What is left after payment of salary can’t take care of most of our needs,” he added.

The Kogi State Government has been urged to invest heavily in the agriculture sector  as part of efforts to boost food security and promote agricultural business concerns

This was contained in a communique issued at the end of the Stakeholders Consultative meeting on the Kogi State 2025 Agriculture Budget organised by the Small Scale women Farmers Association in Nigeria (SWOFAN) in collaboration with the state government and ActionAid Nigeria in Lokoja yesterday.

The stakeholders commended the increase of allocations to women and youths in agriculture in the 2024 budget cycle.

The communique stated that there is the need to review existing policies and framework on agriculture and initiate a comprehensive policy framework that incorporates the change agenda

It said: “It was agreed that there should be an increase in funding in agriculture  sector to meet the 10 percent Maputo declaration.

“We recommend that allocation to the Commercial Agriculture Credit Scheme (CACS) should be given a sustainable attention and specific sum should be given out as credit, a part should be used to create a yearly Strengthening Access to Credit budget line.

“Records shows that Smallholder women farmers currently have access to less than 23 percent formal credit, therefore, Kogi State Ministry of Agriculture and Food Security should create a yearly Strengthening Access to Credit budget line.

“This funding should focus on getting consultants or consultancy firms to support women, youths and farmers living with disability cooperatives to be able to navigate the too cumbersome access to credit in Nigeria.”

Earlier, the ActionAid Coordinator in Kogi State, Blessing Akhile, explained that it is very important for the Ministry of Agriculture and Food Security to increase budgetary allocation to ensure food production and poverty alleviation in Kogi State.

Akhile pointed out that ActionAid Nigeria is passionately interested in how the stakeholders will be able pursue the budgetary allocation to help achieve their objectives.

He pointed out that no fewer thay 13,000 meters have been earmarked for the people of the state in 2024.

Aginpopo urged all customers to embrace metering to enable the AEDC deliver quality services, noting that the provision of electricity is part of social services and not really a business concern.

The managing director pointed that that was why NERC was constituted so that the Discos would not make abnormal profits.

He therefore solicited for the operation of the people of Kogi State, stressing that all the complaints would be adequately addressed.

Worried by illegal activities by some unscrupulous elements on the Waterways,  the National Inland Waterways Authority (NIWA) has vowed to impose severe sanctions on illegal operators found within the nation’s inland waterways.

The  Managing Director, Mr. Bola Oyebamiji, gave the warning in a statement made available to journalists on Wednesday

The statement signed by the authority’s Assistant General Manager (AGM), Corporate Affairs, Mr. Suleiman Makama, quoted Oyebamiji as declaring that it was illegal for any unlicensed person to operate within the inland waterways.

According to the statement, “No unlicensed operator should be seen anywhere close to the Inland Waterways Transportation after Code 2023 has been gazetted.

“The inland waterways transportation code 2023 shall be strictly enforced.

“Any unlicensed operator caught violating the code shall be sanctioned and made to face prosecution. Violators or defaulters should remove any unregistered boats from the inland waterways as any boat seen will be impounded.

“NIWA wishes to remind the general public, especially users of inland waterways and inhabitants of riverbanks across the country, of the need to be cautious and adhere to all safety rules as we approach high tidal periods.”

He said it was mandatory for passengers and operations to put on life jackets properly before entering a boat or any water crafts.

The Nigeria Union of Journalists (NUJ), Kogi State Council has petitioned the Chief Judge of the state, Justice Josiah Majebi, over the unlawful detention of the Publisher of Democracy Newsline, Olugbemi Femi at the Kabba Correctional facility in the state.

The Kogi State NUJ through its counsel J.U. Usman, in the petition noted that the President of Upper Area Court Kabba, Edwin Tebu, unlawfully detained  Femi over an alleged defamation of character.

The petition which was titled: ‘Gross abuse of office, reckless exercise of discretion and unlawful incarceration of our client reads in part’ said, “Our client as a professional journalist has observed the ethics of journalism in the discharge of his duties as such never had brush with the law.

“On the 6th August, 2024, at about 1p.m. a staff of Upper Area Court, Kabba came to his house in Kabba and informed him that the President of his court wants to see him urgently. Our client demanded to know why the said President of Upper Area Court, Kabba  Edwin Tebu wanted to see him but the said staff of the court feigned ignorance.

“Our client then followed the said staff to the court. As soon as our client got to the court, he was docked. Our client demanded to be served with a copy of the charge sheet or complaint for which he was brought to the Court but the Court shouted at him that he has no right to question the Courts authority.

“Subsequently, a Direct Criminal Complaint (DCC) was read over to him alleging criminal defamation wherein he pleaded not guilty and he was remanded in Kabba Correctional facility and our client was immediately taken to the said correctional around 2:30p.m.

“That it is in view of the foregoing that the following questions agitates our mind. Whether it is proper for the President of the Upper Area Court, Kabba to invite our Client to his Court.

“Whether the Upper Area court, Kabba can assume jurisdiction in a criminal case where the defendant was never served a copy of the charge sheet/FIR/Direct criminal complaint and proceed to remand our client.

” Whether the procedure adopted by the Upper Area court, Kabba in the instant case without referring same to the police for investigation was right?. Whether the court exercised his discretion judicially and judiciously be remanding our client at the Correctional facility, Kabba for the offence of criminal defamation which is bailable?

Counsel to the Kogi State Council ,Comrade Amari urged  the Chief Judge to intervene and order proper investigation into this complaint with the view that justice is not only done but that justice is seen to be done.

Gunmen have assassinated a traditional ruler the Onu Itama, HRH, Shagari Ebijego on Monday evening near his palace in Itama community, Dekina Local Government Area in Kogi State.

Sources hinted that the hired assassins  were trailing the monarch while he was taking a stroll within his palace around 9.00p.m when sporadic shooting started.

Family sources pointed out that subjects of the late traditional ruler and his personal guards could not come out to ascertain what was happening immediately until the shooting seized and assassins fled the scene with their motorcycle to unknown destination.

It was gathered that the lifeless body of the traditional ruler  was found on the road close to his palace in Itama community.

Family sources said  that even though they could not finger the reason for  the assassins, but the late Onu Itama, has been involved in  series of chieftaincy tussles and land dispute matters with some groups of people in the community since his assumption of office.

The Itama community which was thrown into mourning mood since the sad incident took place started witnessing another scene of uprising crisis as arsonists took over the community.

Apparently irked by the tragic incident, youths in the community woke up on Tuesday morning and started burning houses and destroying property of those suspected to be behind the brutal murder of the community chief.

It was gathered that Police personnel were immediately drafted from Egume Divisional Police Office along with some army personnel  to the community to keep peace. No fewer than 12 irate youths have been arrested by the combined forces while many flee the town.

The community has been  deserted  as many took to their heels for fear of arrest or being hurt by the angry youths on rampage.

It was reliably gathered that another group of irate youths stormed Itama community on Tuesday night, looted large quantity of red oil, foods items and property and set houses ablaze.

Late chief Job Shagari Ebijego was until his death known for his wisdom, Justice, unbiased umpire and dedication to the well-being of his people. His untimely death has sent shockwaves throughout the region, with many calling for swift action to bring the perpetrators to justice.

Before late  Ebijego retired and ascended the throne of Onu Itama community, he was a police officer at Kaduna police command in Kaduna state.

When contacted, the Divisional Police Officer in-charge of Egume whose identity was not immediately known,  said the situation is partially calm but has sent more personnel to the area.

So far 12 people have been arrested in connection with the unrest.

On the assassination of the monarch, the DPO said he is not in position to speak on the murder.

All efforts to contact the Kogi state police command police public relations officer, SP. Williams Aya  failed as he did not take his calls.

The Media Office of former  Governor of Kogi State, Yahaya Bello, has said that it has disclosed that it has uncovered a plan to falsely label the former governor as a security threat.

This was contained in a statement signed by the Media Officer, Ohiare Michael, and made available to the journalists in Lokoja yesterday.

The statement read: “We have uncovered a high-wired plan by some disgruntled enemies of the nation and persons on the ‘Project Bring Down Yahaya Bello’, to frame him up as one of the sponsors of the #EndBadGovernance protests across the country.

“We wouldn’t have bothered to respond to a clout-chasing blackmailer and blackmail pawn, a hired gun in the hands of some unpatriotic Nigerians, Jackson Ude, who published a fake, malicious and unintelligent report about an imaginary involvement of Yahaya Bello in the ongoing protests across the country.“But it is pertinent to respond to the tirades of falsehood by the writer because it borders on national security.”

“Our resolve is further strengthened by the condemnable act of some protesters displaying the flags of other nations.

“We consider the claims by the discredited Jackson Ude as reckless, irresponsible and malicious. Yahaya Bello is a patriot who had devoted his time, resources and energy to building a united and prosperous Nigeria.

“It was Yahaya Bello who acted swiftly to resolve a major problem between the North and the South, which would have caused a major crisis in Nigeria. What threatened our fragile unity was resolved amicably on the negotiation table provided by Yahaya Bello when he mediated between the northern food transporters and their southern counterparts and brought them together as food exchange between the two regions was threatened. That move earned so much commendations by leaders of the country at that time.

“In the build up to the 2023 presidential election, a number of impediments and political cum economic landmines were laid on the road, including the Naira Redesign Policy.

“It was the same Bello with some of his colleagues then that dared the system and secured the judgement that set that aside at the Supreme Court. It was a landmark intervention at a time that the country was almost collapsing.

“In the presidential election, Bello mobilised Kogites massively to deliver victory for President Bola Ahmed Tinubu. Can the masterminds of his persecution show the world the results in their state? He also mobilised the youths of the nation as the Youth Mobilization Committee chairman because of his faith in the leadership capacity of the president.

“Jackson Ude is a notorious blackmailer whose stock in trade is to manufacture fake news that target politically exposed persons with a view to milking them and also to serve the interests of his paymasters who are antidemocratic forces and enemies of Nigeria.”

He added that his (Ude) latest post on social media where he made ridiculously outrageous claims of Yahaya Bello’s involvement in a phantom scheme to instigate a military coup is a further demonstration of the antics of some powerful people to ensure they put a wedge between the president and Yahaya Bello.

“Former Governor Bello is a patriot and democrat par excellence who will never do anything to upset Nigeria’s democratic status. More importantly, he invested his considerable energy, time and resources in supporting the current administration of President Bola Ahmed Tinubu to whom he has remained loyal and committed to this day.

“We call on the Police, Department of State Services, and other relevant agencies to investigate the claims of this serial blackmailer with a view to bringing him to book. This is a matter of national security, which must not be taken lightly. We will take all necessary legal actions to get Ude to answer for his crimes.”

*Calls on intelligence agencies to bring peddlers of false claim to justice

Ibrahim Oyewale in Lokoja

The media office of the former Governor Yahaya Bello of Kogi State said it had uncovered a high-wired plan by some disgruntled enemies of the nation and persons on the Project Bring Down Yahaya Bello, to frame him up as one of the sponsors of the #EndBadGovernance protests across the country.

A statement signed by Ohiare Michael of the ex-governor Media Office said, “We state here categorically, unequivocally, and in the strongest of terms, that HE Alh Yahaya Bello has no hand and will never be interested in any act that tends to destabilize the country or disturb the peace, harmony and greatness of our dear nation.”

The statement accused a foreign based Nigerian journalist, Jackson Ude, of peddling the false accusation against the former governor, adding that it is pertinent to respond to the tirades of falsehood by the writer because it borders on national security.

The statement read: “We consider the claims by the discredited Jackson Ude as reckless and irresponsibly malicious. Yahaya Bello is a patriot who had devoted his time, resources and energy to building a united and prosperous Nigeria.

“It was Yahaya Bello who acted swiftly to resolve a major problem between the North and the South, which would have caused a major crisis in Nigeria. What threatened our fragile unity was resolved amicably on the negotiation table provided by Alh. Yahaya Bello when he mediated between the Northern food transporters and their Southern counterparts and brought them together as food exchange between the two regions was threatened. That move earned so much commendations by leaders of the country at that time.

“In the build up to the 2023 Presidential Poll, a number of impediments and political cum economic landmines were laid on the road, including the Naira Redesign Policy. It was the same Yahaya Bello with some of his colleagues then that dared the system and secured the judgement that set that aside at the Supreme Court. It was a landmark intervention at a time that the nation was almost collapsing.

“In the Presidential Poll, Alh. Yahaya Bello mobilized Kogites massively to deliver victory for President Bola Ahmed Tinubu, GCFR. Can the masterminds of his persecution show the world the results in their state? He also mobilized the youth of the nation as the Youth Mobilization Committee Chairman because of his faith in the leadership capacity of Mr President.”

The statement also said his latest post on social media where he made “ridiculously outrageous claims of Yahaya Bello’s involvement in a phantom scheme to instigate a military coup” is a further demonstration of the antics of some powerful people to ensure they put a wedge between the President and Alh. Yahaya Bello.

The ex-governor media office said, “We are not unaware of this hireling’s connection with criminal interests who engage him to do their dirty political errands. With the multiple cases of defamation hanging on his neck, it is not difficult to understand the alleged criminal blackmail enterprise allegedly run by him and his online army of fake news purveyors.
The statement further read: “Former Governor Yahaya Bello is a patriot and democrat par excellence who will never do anything to upset Nigeria’s democratic status. More importantly, His Excellency Yahaya Bello invested his considerable energy, time and resources in supporting the current administration of President Bola Ahmed Tinubu to whom he has remained loyal and committed to this day.

“We call on the Police, Department of State Services, and other relevant agencies to investigate the claims of this (alleged) serial blackmailer with a view to bringing him to book. This is a matter of national security, which must not be taken lightly.

“We will take all necessary legal actions to get Ude to answer for his (alleged) crimes.

“For the records, even in the worst of times, HE Yahaya Bello has remained committed to the success of the All Progressives Congress government. He will continue to work for the progress, development and stability of Nigeria even in his private capacity. He is committed to the Renewed Hope Agenda of President Bola Ahmed Tinubu and will continue to do his utmost to support the president’s administration.”

Noting that the intelligence agencies of Nigeria are not incompetent and don’t need such peddled falsehood to unravel treasonable activities,” it urged them “to zero in on the unpatriotic Nigerian and get to the roots of his claims. We have confidence in the security community to do a good job.”

It also urged the general public to disregard the falsehood by being peddled and support President Tinubu who is taking every necessary step to return the nation to greatness.

As part of efforts to improve the standard of education in Nigeria, the Federal Ministry of Education has been tasked to create a unit or department to take charge of various research findings for adequate implementation.

Professor David Omole gave this advice while speaking as a guest lecturer of the 20th inaugural lecture at the Federal University FUL, Lokoja, Kogi State, at the weekend.

The don explained that there are laudable research findings in the education system that can turn the narratives and operations of Nigerian education to a first-class global status if properly articulated and religiously implemented.

He said: “The Federal Ministry of Education should create a unit or department in the ministry that will solely be responsible for harvesting, articulating and disseminating appropriate research findings to designated end users and following up on the same to ensure adequate implementation.”

He, therefore, recommended that this act should be domesticated in the states to improve the standard of education.

“The universities, where the bulk of such meaningful research takes place, should have such an organ to facilitate the processing of research findings for adequate and productive utilisation.

“From this background, searching for the best selection process is from a lower educational level to a higher stage.

“I will suggest that a longitudinal tracer study of a group of learners from secondary school through tertiary education to their productivity status at post-schooling work placement and advancement be carried out to be able to critically assess the relative contributions of the placement procedures to their ‘ successes or otherwise,” he stressed.
