Governors elected on the platform of the All Progressives Congress (APC) have reaffirmed their commitment to President Bola Tinubu’s policies and the president’s Renewed Hope Agenda.

The governors also stated that the resignation of the National Chairman of the party, Dr. Abdullahi Umar Ganduje, was in tandem with the party’s continued evolution.

In a communiqué at the end of a two-day strategic regional meeting of the Progressive Governors’ Forum (PGF) hosted by the Governor of Edo State, Senator Monday Okpebholo, in Benin City, Edo State, the governors also formally welcomed the Governor of Akwa Ibom State, Pastor Umo Eno into the APC fold.
The high-level meeting ended yesterday, June 28, 2025, with far-reaching resolutions on Nigeria’s socio-economic trajectory, federal-state collaboration, and the future of the APC.

Reading the communiqué, the Chairman of the PGF and Governor of Imo State, Governor Hope Uzodimma, said the gathering served as “a crucial platform to harmonise development strategies, reinforce party cohesion, and reaffirm the Forum’s dedication to people-centered development, institutional accountability, and inter-governmental collaboration.

The Chief Press Secretary (CPS) to Edo State Governor, Fred Itua, also cited the communique in a statement he issued yesterday.

According to the communique, the governors undertook a comprehensive review of Nigeria’s “economic, social, security, and political trajectory” and expressed satisfaction with “the renewed coordination between federal and state institutions, particularly the prioritization of fiscal reform, food security, energy transition, infrastructural modernization, and social sector revitalisation.”

PGF congratulated Tinubu and his team, applauding what it described as the “widespread endorsement of his policies across all states led by the Forum.”
According to the communiqué, “The Forum noted that Governor Eno’s decision, along with his supporters, reflects a growing national consensus on the transformative policies being executed by President Tinubu’s administration.

The Forum stated: “While economic indicators show signs of recovery, growth must be further democratized through expanded investments in food security, job creation, poverty eradication, MSMEs, and social safety nets.”

The communiqué noted that “sub-national governments remain engines for economic renewal,” adding that the Governors were “committing to deepen economic decentralization in line with Section 13 of the 1999 Constitution (as amended), which mandates all levels of government to promote the welfare of the people.”

On governance and investor confidence, the Forum welcomed “the increase in fiscal transfers to states and the growing investor confidence in Nigeria’s economic outlook,” observing that “multiple APC-led states are now attracting significant domestic and foreign direct investments.

Governors also pledged to “professionalise procurement processes, digital governance systems, and enhance regulatory frameworks” as part of their commitment to deliver infrastructure that unlocks productivity and drives inter-state competitiveness.”

On the issue of security, the PGF commended “security agencies and ongoing efforts to counter criminality and safeguard national sovereignty.”
The Forum reiterated its support for “inter-agency coordination, community policing, and grassroots intelligence systems,” while calling for “greater investment in surveillance infrastructure and the welfare of frontline personnel.”

In their condolence messages to those affected by insecurity, particularly in Benue and Niger states, the governors stated: “The PGF expressed condolences to families affected by insecurity, particularly in Benue and Niger states, and reaffirmed its collective resolve to support the President’s national security architecture, commending recent actions and visits to Benue State.”

The APC governors stressed the importance of grassroots engagement, affirming “the indispensable roles of local government and community structures in service delivery and democratic inclusion” and advocating for “reinvigorated grassroots governance.”

On internal affairs of the APC, the PGF acknowledged the recent wave of high-profile entrants into the ruling party, including governors and National Assembly members, describing it as “a clear affirmation of public confidence in the party’s leadership model and the Renewed Hope Agenda.”

“The Forum reaffirmed that the APC remains the most institutionally coherent political platform in Nigeria, with unmatched records of reforms, electoral success, and national unity,” the communiqué stated.

The APC governors also acknowledged Ganduje’s resignation as the National Chairman of the party, saying it was “in tandem with the party’s continued evolution.”

“The PGF reaffirmed its strong belief in a united, just, and prosperous Nigeria, committing to work collaboratively to deliver bold reforms, strengthen institutional trust, and accelerate socio-economic development across all geopolitical zones.”

It added: “Governors resolved to remain faithful to APC values, leveraging technology, innovation, and inter-governmental collaboration to drive Nigeria’s transformation from the bottom up.”

The PGF encouraged “all Nigerians, both at home and abroad, to rally behind President Bola Ahmed Tinubu and the APC as the nation moves towards a more secure, inclusive, and forward-looking future.”

Governor Uzodimma called for a minute’s silence in honour of Alhaji Aminu Dantata, whom he described as “a revered national leader.”

Governors in attendance included Uzodimma of Imo State; Enoh of Akwa Ibom State; Sheriff Oborevwori of Delta State; Rev. Fr. Hyacinth Alia of Benue State; Ahmed Usman Ododo of Kogi State; Francis Nwifuru of Ebonyi State; Nasir Idris of Kebbi State; AbdulRahman AbdulRazaq of Kwara State; Bassey Otu of Cross River State; Dapo Abiodun of Ogun State; and the host Governor Okpebholo of Edo State.

Anti-Cultism War Gains Traction as Civil Society Organisation Backs Gov Okpebholo’s Fight /2025/05/20/anti-cultism-war-gains-traction-as-civil-society-organisation-backs-gov-okpebholos-fight/ /2025/05/20/anti-cultism-war-gains-traction-as-civil-society-organisation-backs-gov-okpebholos-fight/#respond Tue, 20 May 2025 02:21:10 +0000 /?p=1084702

The anti-cultism war in Edo State has gained significant traction as the Edo Civil Society Organisation has thrown its weight behind Governor Monday Okpebholo’s administration in the fight against cultism and cult-related matters.

The group, led by its Coordinator General, Comrade Omobude Agho, staged a peaceful protest to Government House in Benin City to show solidarity with the government’s efforts.

The protesters received by the Commissioner for Information and Communication, Hon. Paul Ohonbamu, and the Chief Press Secretary to the Governor, Mr. Fred Itua, expressed their support for the government’s actions against cultism.

Agho commended Governor Okpebholo for his efforts so far and expressed the group’s readiness to support the government in ensuring that cultism becomes a thing of the past in the state.

“We are here to solidarize 100 percent and in support of Edo State government’s actions in the fight against cultism,” Agho said. “Edo Civil Society Organization is enlightening the people on the anti-cultism law so that nobody would claim ignorance of the law.”

The Commissioner for Information and Communication, Hon. Paul Ohonbamu, thanked the group for the peaceful protest and noted it would create a platform for engagement that would lead to deliberation and solution to the issues.

“The governor wants to maintain law and order in Edo State, and to do this, certain actions need to be taken to send a signal that the governor means business,” Ohonbamu said.

Ohonbamu also expressed gratitude to the group for supporting the governor’s administration in the fight against cultism and cult-related matters.

“The governor said some of these houses might be proceeds from fraud and evil acts, and such buildings must be demolished as some of these structures might not give peaceful repose to the conscience of society,” he said.

The Commissioner noted that Edo State and Nigeria are faced with several challenges and that it would take a bold man like Governor Okpebholo to face the challenges head-on.

“This is what the governor is doing today,” Ohonbamu said. “Thank God for your commendation and appreciate the group for the support as the governor will know that the people are with him as he is not alone in the fight to make the state peaceful and secure for all.”

Agho, on his part, urged the Edo State government to take over properties used for crimes rather than destroying them. “We all hate cultism because it’s dangerous to society and has done more damage to the youths of Edo State,” Agho said.

This suggestion is seen as a constructive way to deal with the issue of cultism in the state.

The Edo State Government’s fight against cultism is gaining momentum, and with the support of stakeholders like the Civil Society Organization, it is expected that the state will make significant progress in addressing the issue.

The group’s efforts to enlighten the people on the anti-cultism law will help to ensure that no one claims ignorance of the law.

The Commissioner for Information and Communication also highlighted the governor’s efforts to develop the state infrastructure.

“The governor is in a hurry to develop the state infrastructure as the first flyover is being constructed, the second one is on the way, and the third will also be built for Edo people,” Ohonbamu said.

This development is seen as a positive step towards improving the lives of the people of Edo State.

The Edo State Government’s efforts to tackle cultism and cult-related activities are expected to yield positive results with the support of the Civil Society Organisation.

The group’s efforts will help to ensure that the state’s youth are protected from the dangers of cultism.

The peaceful protest by the Civil Society Organisation is a significant development in the state’s fight against cultism.

The group’s support for the government’s efforts is a demonstration of the commitment of stakeholders to addressing the issue.

•SUBEB chair: We’re only replacing contents in e-learning programmes, not the tablets

Adibe Emenyonu in Benin City

Edo State Government has refuted rumours that it is phasing out the educational tablets introduced by the immediate past government of Godwin Obaseki to boost e-learning in the state.

Executive Chairman of Edo State Universal Basic Education Board (SUBEB), Mrs. Onomen Goodness Briggs, who made the refutation in an interview with newsmen in Benin City on Monday, said the state was only replacing the contents of the tablets.

Rumours had it that the Governor Monday Okpebholo government had concluded plans to phase out the e-learning programme in public schools.

The e-learning programme introduced by the immediate past government involved the use of digital tablets and uniform lesson plan by the teachers to teach those in the basic schools, from primary to the Junior Secondary level as part of the EdoBest programme.

Briggs said replacement of the contents became necessary due to the obsolete nature of the Universal Basic Education (UBE) curriculum at the time the contents were created by the immediate past government.

She also disclosed that the tablets were for Edo State, while the contents were for consultants employed by the past government to run the programme.

Briggs added that experts in Information and Communications Technology (ICT) were already creating a portal for the contents, assuring that when completed the state government can sell the portal to other states, and even other countries, for revenue generation.

She stated, “We heard that people are saying that we want to phase out the use of digital tablets to teach in our schools by the state government.

“I want to clarify that we are not phasing out the programme, but we are only replacing the contents in line with the current Universal Basic Education curriculum.

“The curriculum that was operating when the tablet was introduced by the immediate past government is obsolete, so we are currently developing new content to replace that.

“The tablets the teachers are using are for Edo State, and when you hear that they are withdrawing the tablet, it is not the tablet that they are withdrawing but the contents.”

Briggs explained, “The EdoBest issue is that the contents are the consultants’ property and not for Edo State. So, for retaining it, it means we are going to keep the consultants in the state forever and ever for us to keep using those contents.

“It is about the contents and not the containers. The container is our own (tablets). We have already bought it, even though it is not in all schools in the state.”

The SUBEB boss also disclosed that in collaboration with staff, the board had been able to create its own contents.

She said the content is made up of curriculum and schemes of work that the teachers would be using to teach pupils and students.

Briggs stated, “As we speak, in collaboration with my teams, we have been able to create our own content. Even right now, by the grace of God, by the time we finish, those in charge of the ICT are already creating a portal.

“So, we have gotten a set of intelligent people among the civil servants. They are not from outside. They are all SUBEB staff.

“They picked from the national curriculum, picked from the scheme of work, they used our books that have been approved and got the content out, and now you can still teach across the board the same thing.

“The tablets are our equipment we can put our content there. That is what our ICTs are trying to do. So, they can still go to the APP and use it.

“When we finish, Edo State can start selling it to other states and other countries, and start making our own money”

Edo State Governor, Senator Monday Okpebholo, has said the Peoples Democratic Party (PDP) and its candidate, Asue Ighodalo’s appeal will crash at the Court of Appeal.

Governor Okpebholo said this while speaking at Okaijesan Town Hall, Irrua, venue for the celebration of his election tribunal victory hosted by Edo Central leaders.

The governor, who thanked Edo people for their support and prayers, assured them that his administration would continue with the current pace of developmental strides.

He noted that Ighodalo and the PDP have declared their intention to challenge the verdict of the election petition tribunal ruling, which gave him and his party victory last Wednesday.

Governor Okpebholo said Ighodalo and PDP are both free to appeal the ruling, as he assured them that they would fail at the Appeal Court.
“The opposition party has been talking and shouting, but Edo people spoke very clear and loud with their votes on September 21, 2024. Edo people voted for the right person in Senator Monday Okpebholo. The people will speak again when the time is right.

“We have defeated them at the Tribunal, and they said they want to appeal the ruling. If they like, let them appeal and even get to the Supreme Court. We will defeat them.

“They have stolen enough money from Edo State. So, they are wasting the money on court cases. If they like, let them spend the whole money they stole from the people. They will never steal Edo people’s mandates given to me and the All Progressives Congress (APC) at the September 21st governorship election.”
Governor Okpebholo revealed plans by his administration to develop Esan land through road infrastructure, noting that his administration has awarded a contract to dualise the old road from Ekpoma to Ubiaja.

“As we won this election, the first thing we did was to make sure our roads were motorable across Edo State. If you come to Enewa now, it’s looking like Abuja, as we are putting our efforts to ensure we have good roads to boost economic activities.

“I know the problem of Edo State and Esan land. I have already awarded the old road from Ekpoma to Ubiaja to be dualized. There will be much space to enable vehicles to pass freely without hitting each other. When completed, this road will boost economic activities in the area.

“I am an Edo man, an Esan man, and I know the problem of Esan people. Today, I came to tell you people that the tribunal has given us victory again after the September 21st governorship election.

“The people have spoken, and by the grace of God very soon, what we promised our people, they will start enjoying it. The promise like the soft loans, our people will soon start getting the money. They will soon start to enjoy it. It will start happening in less than two weeks. The money is ready. Names are being compiled for the interested people who want the loan.”

In his address to Esan people, the Secretary to the State Government (SSG), Umar Musa Ikhilor, said God gave Edo people double victory in the election of September 21st governorship and in the election petition tribunal ruling.

He noted that Governor Monday Okpebholo, who won the governorship election, has been affirmed as the true elected Governor by the election petition tribunal in Abuja.

“God gave us double victory on Wednesday at the tribunal judgment. We are grateful to God Almighty and the people of Edo State for their continuous prayers and support.”

Leader of Arewa community in Esan land, Bawa Umar, commended Governor Okpebholo for his efforts in ensuring peace, stability, and development in Edo State after the Uromi killings.

He noted that his visit to Kano State to condole with the governor speaks volumes of his personality as a gentleman and a man of peace.

Edo State Government has initiated moves to reclaim oil wells at the Orogho community in Orhionmwo Local Government Area of the state, which were allegedly ceded to Delta State.

The state Deputy Governor, Dennis Idahosa, led a delegation to the community on Friday to seek an amicable resolution to the controversy surrounding the ceding of the oil wells being operated by Seplat Energy Plc.

In a statement by the Chief Press Secretary (CPS) to the deputy governor, Mr Friday Aghedo, Idahosa met with Odionwere of the community, Pa Odiase Omorogieva, youth leaders, and community members as part of moves to peacefully resolve the issue.

He commended them for their peaceful disposition since the ceding of their “natural wealth” to another state.

He added, “My visit is to douse tension and allay the fear of losing their God-given mineral resources to another state, while the community where oil exploration and production takes place is under development.”

Idahosa promised that the present administration would explore all avenues and liaise with relevant agencies of government to ensure that the benefits from the assets in Edo State were restored to boost socio-economic development.

Idahosa, who inspected the disputed oil wells in the company of the General Manager, Government Relations, Seplat Energy, Mrs. Adiza Gambati, appealed to the people not to take the law into their hands as the matter would be given the needed attention.

The community youth leader, Charles Eghaghe, expressed satisfaction over the prompt response by the state government to find an amicable resolution to the injustice meted out to the Orogho community.

He noted that since 1993, when Shell Petroleum Development Company began operation in the disputed oil wells, royalties were paid to the Edo State Government in addition to corporate social responsibility.

He, however, noted that things changed when Seplat Energy Plc took over the operations of the oil wells.

Eghaghe appealed to the government to urgently return the disputed oil wells to the state, as most youths of Orogho who were graduates had no jobs.

To Guarantee Credible Financial Reporting, FRC, NADP Advocate More Actuarial Professionals in Nigeria /2025/04/05/to-guarantee-credible-financial-reporting-frc-nadp-advocate-more-actuarial-professionals-in-nigeria/ /2025/04/05/to-guarantee-credible-financial-reporting-frc-nadp-advocate-more-actuarial-professionals-in-nigeria/#respond Sat, 05 Apr 2025 04:14:05 +0000 /?p=1071570

Due to the low number of Actuarial Professionals in Nigeria, the Financial Reporting Council of Nigeria (FRC), in collaboration with the Nigerian Actuarial Development Programme (NADP) took an advocacy outreach to the University of Benin, Benin City.

Speaking at the event with the theme: ‘Building Capacity for Actuarial Excellence in Nigeria’, Executive Secretary/CEO Financial Reporting Council of Nigeria, Dr. Rabiu Olowo disclosed that the reason for the advocate hinged on the fact that Nigeria has a total of 28 actuaries, a number according to him, is too little to ensure credible financial reporting in the insurance, health and banking sector.

Dr. Olowo also noted that the need for awareness at the grassroot informed the decision to talk to students in universities to embrace the Actuarial profession.

He promised that for those who would like to delve in the profession, FRC, NADP and other stakeholders have provided the enabling environment and incentives for students to pass professional exams like tuition and examination fee; all barriers negatively affecting the growth of the profession.

Others he said are full plans and initiatives in the area of capacity building for practitioners, development of Nigeria Actuarial practice regulations, collaboration on development of the mobility and mortality tables for Nigeria; as well as educational support, bursaries awards and sponsorship through though leadership in the area of hosting the insurance and Actuarial summit.

“Financial Reporting Council stands as a guardian of Financial Integrity. Through regulation and strategic partnerships, FRC ensures transparency and economic stability. The journey continues towards trusted financial reporting ecosystem aimed at providing a collective front to tackle the Actuarial talent shortage, strengthening financial stability, enhancing compliance with global standards, and providing career pathways for industrial collaboration, ” Olowo further disclosed.

Speaking on the topic, ‘Who are Actuaries’ Prof. Ismaila Adeleke of University of Lagos, explained that Actuarial science is a discipline that uses mathematical and statistical methods to assess and manage financial risks, particularly in insurance and finance, by analysing the probability of future events and their financial implications.

It also focuses on understanding and quantifying risks, which are uncertainties that could lead to financial losses.

Actuaries use advanced mathematics and statistics models to analyse data, predict future events and assess the potential and financial impact of those events.

The field is heavily applied in insurance industry, where actuaries help determine premiums, manage reserves, and assess the financial stability of insurance companies

Actuaries also work in finance, where they assess risks related investments, pensions and other financial instruments like Life Insurance, Pension Funds health Insurance and Investment with a view to analysing mortality rates such as cost life insurance policies; long term financial stability of financial of pension funds and help to manage investments.

They also analyse health care costs and predict future healthcare expenses as well as assessing the risks associated with different investment strategies.

“Actuaries are like heroes and fortune tellers who calculate possibilities of guiding and protecting business organisations, put in place measures to mitigate risks from happening, help to set aside funds to reduce risks. They are also people who make use of their skills to manage finances and keepers of the book (records)” the professor of Actuarial Science stated.

Professor Ayinde further stated that one of the majr aims of taking the advocacy to universities points to the fact that of the 223 universities in Nigeria, only eight offer Actuarial Science; out of the 50,000 Accountants in Nigeria, none is an Actuarial.

Others who spoke at the event are Kingsley Miller, immediate past President, Nigeria Actuarial Association who topic dell on ‘Introduction to Actuarial Science and Career Pathways’, and Olasunkanmi Ayinde, Head, Directorate of office Actuarial Standards, FRC whose topic is ‘The NADP: Vision, Objectives and Opportunities for Students’.

The Edo State Governorship Election Petition Tribunal has affirmed the election of Senator Monday Okpebholo as the governor of Edo State.

The tribunal, in a unanimous judgement on Wednesday, held that the petitioners failed to prove their case of over-voting in 320 polling units across the 18 local government areas of the state where elections held, as well as the alleged non-compliance with the electoral laws.

But the petitioners, Asue Ighodalo and his party, Peoples Democratic Party (PDP),  vowed to challenge the judgement of the tribunal at the Court of Appeal.

The Independent National Electoral Commission (INEC) had declared Okpebholo, the candidate of All Progressives Congress (APC), winner of the September 21, 2024 governorship election.

The electoral umpire said Okpebholo scored the majority of votes cast at the poll.

Dissatisfied with the declaration, PDP and its governorship candidate, Ighodalo, dragged the governor to the tribunal seeking to nullify the election on grounds of non-compliance with the electoral laws as well as over-voting.

However, delivering judgement yesterday in the petition, the three-member tribunal, led by Justice Wilfred Kpochi, held that the petitioners failed to prove their claim of non-compliance.

Kpochi, who delivered the lead judgement, observed that the claims of non-compliance was not proved because relevant witnesses were not called to give evidence of the alleged act of non-compliance.

In proving its claim of alleged over-voting, PDP and Ighodalo had called 19 witnesses, including collation agents and a research expert, and tendered polling units results, collation results, and other sensitive materials.

However, following a subpoena from the tribunal, INEC tendered the Bimodal Voter Accreditation System (BVAS) machine, which the petitioners claimed contained different results from the polling unit result sheets issued to party agents.

But the unanimous decision faulted testimonies made by witnesses of the petitioners on the grounds that they were not competent witnesses since they were not the makers of any of the documents presented.

He tribunal faulted the, “Failure to call polling unit agents, ward agents or other registered voters that witnessed the alleged over-voting.”

According to the panel, “Out of the 19 witnesses called only five were polling unit agents, the remaining were ward and LGA collation agents. They are not direct eye witnesses of what transpired at the polling units.”

The court further faulted the petitioners for not speaking to the documents, “since documents does not speak for themselves.”

It added, “Where no evidence is made, it is not the duty of the tribunal to scrutinise the documents for the petitioners.”

The tribunal also held, “We are restrained from looking (open them and look at it).”

Explaining further, the tribunal held that to prove allegations of over-voting, a petitioner must tender three valid documents, namely, voter’s register, BVAS, and Form EC8A (polling unit result).

“How do you prove over-voting if you don’t know the number of the registered voters?” Kpochi asked.

Kpochi further observed that contrary to the position of the petitioners, evidence showed that there was pre-recording of sensitive materials used in the conduct of the election.

Concluding, the tribunal stated that all the pleading and evidence of the petitioners failed to substantiate their claims of non-compliance and over-voting, adding that the 19 witnesses called were far less than 25 per cent of the over 4,000 polling units where the election held.

He subsequently dismissed the claim of alleged non-compliance and over-voting made by the petitioners and went ahead to affirm the declaration of Okpebholo as the lawful winner of the September 21, 2024 governorship election in Edo State.

Earlier, the tribunal had also dismissed the petition filed by the Action Alliance (AA) challenging the victory of Okpebholo and APC.

The three-member panel dismissed the petition on the grounds that the case brought by AA was a pre-election matter and outside the jurisdiction of the panel.

Dissatisfied that Okpebholo was declared winner by INEC, the petitioner, a factional chairman of AA, Adekunle Omoaja, citing alleged non-compliance and corrupt practices, had asked the tribunal to declare Okpebholo’s victory as illegal, unlawful, unconditional, null and void.

But, in a unanimous decision, the tribunal held that the case of the petitioner was without merit, incompetent, and frivolous. It added that Omoaje lacked the necessary legal power to approach the tribunal, having not participated in the governorship poll.

The tribunal also held that Omoaje’s grouse against the election was that he was not recognised as National Chairman of AA for the purpose of nominating a candidate for the poll. The panel held that his claims had no basis in the Electoral Act 2022.

While lawyers to Okpebholo hailed the judgement, describing it as upholding the voice of the people as expressed through the ballot, Ighodalo’s lawyers said they would approach the Court of Appeal for further redress.

However, basking in the euphoria of his victory, Okpebholo, who dedicated his victory to the people of Edo State, extended an olive branch to Ighodalo.

A statement by the governor’s Chief Press Secretary (CPS), Fred Itua, said, “Governor Monday Okpebholo wishes to express his profound gratitude to the tribunal for its diligence and fairness.

“He also extends his sincere appreciation to the people of Edo State for their unwavering support and belief in his vision for a prosperous and united state.”

The statement quoted Okpebholo as saying, “This victory is not mine alone, but a victory for every citizen and resident of Edo State. It is a mandate to continue the work we have started, to build a state where everyone has the opportunity to thrive.

“We remain committed to our promise of good governance, transparency, and inclusive development.”

Calling on all citizens, including Ighodalo, the governor asked that they join hands with him in the spirit of unity and work together for the progress of Edo State.

According to the statement, “It is time to put aside partisan differences and focus on the common goal of building a better future for our state.

“The administration of Governor Monday Okpebholo remains focused on delivering on its campaign promises and will not be distracted by frivolous litigation.

“The administration is committed to serving the people of Edo State with dedication and integrity.”

Edo State Governor, Senator Monday Okpebholo, has thanked the councillors from various local government councils who were instrumental to the impeachment exercises in the councils and subsequent election of the new chairmen across the 17 local government areas of Edo State.

Okpebholo disclosed this while addressing chairmen of the 17 local government councils who in a statement by his Chief Press Secretary, Fred Itua, dumped the Peoples Democratic Party (PDP) for the All Progressives Congress (APC).

He said with this development, 2027 would be a reality for President Bola Tinubu’s re-election.

“2027 is a reality in Edo State as President Bola Amed Tinubu will continue in office. I charge the 17 of you today that the campaign for the election of President Bola Tinubu has started here today. Go back to your various local governments and erect his bill boards to draw home the message of re-electing President Tinubu.

“There is no vacancy in 2027 in Abuja. Those forming a political party now can’t rule us.

They ruled their States and the people suffered from kidnapping, but since they left offices, their states are now free. Such people can’t rule Nigeria,” he declared.

Receiving the defectors, the APC State Secretary, Mr. Lawrence Okah thanked the new members, urging them to unite with other members of the party as the administration of Governor Okpebholo has come to rescue the state from retrogression.

According to him, “The desire of the governor is to unite the state and ensure the people enjoy the dividends of democracy through his developmental strides.”

Responding on behalf of the Chairmen, the ALGON chairman and Chairman of Esan Central Local Government Area of Edo State, Hon. Kelvin Iyere thanked the governor and all APC party faithful for accepting them into the fold of the APC.

He noted that they decided to defect from PDP because of the crisis in their party and their love for the development that Governor Okpebholo has brought to Edo State.

Dignitaries at the event included the Deputy Governor, Hon. Dennis Idahosa, Chief of Staff to the Governor, Gani Adams, Secretary to the State Government, Musa Ikhilor, Members of the Edo State House of Assembly (EDHA), serving commissioners, other top government officials and APC party faithful among others.

Meanwhile, the Peoples Democratic Party (PDP), has described defection as mere charade concerted the governor and his party, the APC to give an illegal outing a semblance truth.

The party in a statement by the Secretary of its Caretaker Committee, said instead of facing governance, Governor Okpebholo is busy dismantling democratically elected government at the grassroots, disregarding Supreme Court ruling on financial autonomy of LGCs.

He alleged that Governor Okpebholo summoned all councillors from the 18 local councils of Edo State, in a desperate attempt to woo them with N2 million each to defect to the All Progressives Congress (APC).

“We condemn, in the strongest terms, the reckless use of state resources to purchase support and loyalty, while critical sectors of the state remain in dire need of government intervention, from security to public safety and order, revenue generation, education, and healthcare, among others,” Nehikhare said.

The continued suspension of elected council chairmen and their vices on Monday, led to a protest in parts of Benin City, the Edo State Capital as some aggrieved persons have asked the Edo State House of Assembly, (EDHA) to make public the report of the committee set up to investigate the suspended chairmen and their deputies.

On the 17th December, 2024, the 18 local government chairmen were suspended from office following a letter of request from Governor Monday Okpebholo over their alleged failure to present their statement of account dating back to September, 2024.

The protesters under the umbrella of Concerned Edo Youth also demanded the immediate lifting of the suspension adding that their continuous absence has led to the “to the perpetuation of illegality, panic and violence in these councils.

Coordinator of the group, Joseph Gbale, while addressing journalists in Benin City, said despite the near three-month suspension which they noted was in violation of due process stressed, that the Speaker and the House of Assembly owe Edo people explanations why they have kept the people in darkness.

The group added: “It is regrettable that both the Edo State Government and the House of Assembly have not mustered the courage to accept truth and uphold the rule of law but continued to perpetrate illegality and this have caused violence and panic in our various councils.”

They further demanded that the House must within seven days present to Edo people the outcome of the committee report that was set up to investigate the supposed case of insubordination of the council chairmen.

“The House must tell Edo people if the said committee invited the accused chairmen and their deputies to any of their sitting to also hear from them in the spirit of natural justice and fair hearing.

“The House must as a matter of urgency lift the constitutional suspension which did not follow due process as the said two months have long expired and invalidated the purported and illegal impeachment carried out by disgruntled and self-serving individuals”, the group added.

Besides, the Edo Concerned Youths, urged Governor Okpebholo to take the lead in towing the part of peace and collaboration with the local government chairmen, communicate in clear terms his five-point agenda to them and seek their cooperation to key in to drive the vision for the state.

President Bola Tinubu yesterday officially flagged-off the dualisation of sections two to four of the Ekpoma-Auchi-Okpella-Okene-Ajaokuta Expressway, saying the road project is strategic to the transformation of socio-economic activities in Edo and Kogi States.

Represented by Minister of Works, Dave Umahi, at the event held in Ekpoma, Esan West Local Government Area of Edo State, Tinubu reiterated his administration’s commitment to making federal roads across the country motorable, thereby enhancing national development.

He said the Ekpoma-Auchi-Okpella-Okene-Ajaokuta corridor was of critical economic importance, linking Edo and Kogi states and serving as a major route for the movement of goods and people.

Umahi stated, “This road is part of the Renewed Hope Agenda of President Tinubu. It is a signature project that will open up this axis for economic and social development. Roads constructed under this administration will stand the test of time, lasting over 50 years.”

The president praised Edo State Governor Monday Okpebholo for his development strides, including the ongoing flyover project at Ramat Park in Benin City. He also commended the governor’s proactive approach to infrastructure development.

Tinubu added, “As long as you keep working for Edo people, continue the good work. Those heading to court are simply wasting their time. The partnership between Governor Okpebholo and Senator Adams Oshiomhole has paid off. Together, they presented a compelling case to the president, and today, Edo people’s long-standing dream is a reality.”

Speaking at the ceremony, former Edo State Governor and Senator representing Edo North Senatorial District, Adams Oshiomhole, praised Tinubu for prioritising durable infrastructure.

Oshiomhole said, “Previous administrations made us believe that Nigerian roads could not last beyond 10 years. Today, under President Tinubu’s leadership, we are witnessing roads designed to last between 50 and 100 years. This is how sustainable growth is achieved.”

He stated that the dualisation of the road would significantly enhance socio-economic activities between Edo and Kogi states, boosting commerce, transportation, and regional integration.

Okpebholo described the flag-off as a turning point for Edo State. He recounted his participation in protests over the poor state of the road and thanked Tinubu for coming to their rescue.

Okpebholo stated, “As someone who resides along this corridor, I understand the pains of the people. Today, that story has changed. Edo people are now experiencing meaningful development.”

He also paid tribute to Oshiomhole for his relentless advocacy.

“Oshiomhole stood by me and insisted that this road must be fixed. Today, that determination has paid off,” the governor added.

Ahead of future elections, Okpebholo called on Edo people to show appreciation through their votes.

He declared, “2027 will be the time to thank President Tinubu and the APC for the transformation we are witnessing today.”

The governor revealed that the dualised road would feature three lanes, easing traffic and boosting economic activities in the region.

Equally speaking at the event, Governor Usman Ododo of Kogi State, represented by his deputy, Joel Salifu, commended Tinubu for embarking on a project that would spur regional development.

Ododo said, “This long-awaited road project brings light and hope to communities along this corridor. Once completed, it will ease movement, enhance trade, and foster development in both Kogi and Edo states.”

He described the road as a symbol of renewed connectivity between the two states and a testament to the federal government’s commitment to national development.

The dualisation of the Ekpoma-Auchi-Okpella-Okene-Ajaokuta Expressway marks a significant milestone in Tinubu’s infrastructure agenda.

The project is expected to ease the transportation of agricultural produce, boost inter-state commerce, and reduce travel time.

Stakeholders believe that when completed, the road will not only serve as a key transport link but also stimulate investment, tourism, and industrial growth.

Okpebholo Using Phantom N96bn Fraud Narrative to Divert Public Attention, Says Obaseki Aide /2025/02/19/okpebholo-using-phantom-n96bn-fraud-narrative-to-divert-public-attention-says-obaseki-aide/ /2025/02/19/okpebholo-using-phantom-n96bn-fraud-narrative-to-divert-public-attention-says-obaseki-aide/#respond Wed, 19 Feb 2025 01:31:31 +0000 /?p=1058057

Former Special Adviser to immediate past Governor of Edo State, Mr. Godwin Obaseki, Crusoe Osagie, has thumbed down the 100 days of  the state Governor, Senator Monday Okpebholo in office,  describing them as empty and lacking in depth.

Osagie  added  that Okpebholo is therefore,  using the phantom N96 billion local government funds fraud  to divert public attention from  his lack lustre administration.

The Chief Press Secretary to Okpebholo, Fred Itua,  had in a statement titled: Re: N96bn LG Fraud, Nazi Obaseki and Fellow Treasury Looters Have Murdered Sleep in Edo State, said the decision to set up the Investigative Panel which indicted Obaseki, impeached local council chairmen and some Peoples Democratic Party (PDP) leaders was not arbitrary; necessitated by growing concerns over financial mismanagement across the 18 local government councils.

He added that the alarming lack of visible developmental projects, despite substantial allocations, raised critical questions that demanded answers.

“It was in response to these concerns that the government, committed to transparency and accountability, constituted the panel to conduct a thorough investigation into the financial activities of the councils.

“With a mandate to examine revenue inflows, expenditure patterns, and the overall financial integrity of the councils, the panel embarked on a meticulous process, employing forensic analysis, document reviews, and interviews with key stakeholders” the statement added.

However,  responding,  Osagie said Governor Okpebholo was channeling frustration over loss of control of his government into tarnishing Obaseki’s good image.

Osagie in a statement in Benin City, said:,  “We have read Senator Monday Okpebholo’s empty rhetoric about a phantom N96 billion fraud, which he is using to deflect the people’s attention from his lacklustre performance after 100 days in office.

“Indeed, it is a dangerous situation when you have a poorly educated individual thrust into the intricate task of administering the affairs of an entire state government, resulting in an obvious outcome: a total breakdown of the administrative process and an arrogation of power to himself, which the Constitution of the Federal Republic of Nigeria does not avail him.”

According to him, “A good place to begin deflating the lengthy but incoherent statement by Okpebholo through his Chief Press Secretary, Fred Itua, titled, “N96bn LG Fraud: Nazi Obaseki and Fellow Treasury Looters Have Murdered Sleep in Edo State,” is that when you read the hogwash, you find that even though His Excellency, Mr. Godwin Obaseki’s name is prominently stated in the headline, he is conspicuously absent in the allegations peddled throughout the baseless report.

“So assuming but not conceding that these allegations had any meaning, none of them had any bearing on Obaseki, and therefore, the hogwash itself vindicates the very person it is trying so hard to indict.

“We, therefore, call on all Edo people and Nigerians to pay no attention to this libelous publication as it is nothing but the desperate vituperation of an illegally enthroned governor who knows that his time is up.

“We urge everyone to continue to pray that the judiciary stands its ground and stand with justice by ensuring that the electoral heist which was conducted on September 21 2024, during the governorship election is overturned.

“Edo people should rest assured that Dr. Asue Ighodalo and the PDP  have their eyes firmly fixed on the challenges that the people currently face and will immediately begin to address these problems once their stolen mandate is restored.”

Edo State’s democratic decline has been alarming since Senator Monday Okpebholo’s assumption of office as the governor of the state.

This was the observation of the Convener of the socio political organisation in Edo State, Gidigba Group, Mr. Solomon Idugboe, which he made yesterday in Benin-city, the capital of the state.

He said although the governor’s victory in the September 2024 election was marred with obvious irregularities which is now strongly contended by the Peoples Democratic Party (PDP) and its governorship candidate, Dr. Asue Ighodalo, in the Election Tribunal, the short spell in office of Okpebholo has largely promoted disregard for the rule of law.

According to him, the state economic and democratic downturn has reached embarrassing levels, prompting multinationals to flee due to lawlessness and disregard for the rule of law in the state under the watch of Okpebholo.

In stark contrast, Idugboe further observed that the PDP reign under former Governor Godwin Obaseki saw economic growth in power and energy as well as other critical infrastructure development, attracting investors and fostering a thriving business environment.

“The Obaseki administration brought about respect to the authority and sanctity to government operations where thugs could not resonate with its usual oppressive tendencies.

“However, Okpebholo’s leadership has been marred by incessant impeachments, and removal of structural policies of his predecessor, a move deemed backward by democrats.

In his nearly two months in office, he has displayed autocratic rulership with key concerns, including total disregard for the rule of law, and the principles of procurement with his government persistently demonstrating a lack of understanding of governance.

“This is no surprise to hear from a man who described the Minister of FCT, Nyesom Wike, as his master who is transforming Edo State.

“How can Nyesom Wike be the one transforming Edo State? The question is, has Wike become the President of the Federal Republic of Nigeria or the Edo State Governor?

“In a sane society, one would like to know how a man who is not a governor anymore of River State is now the one transforming a state where Okpebholo is believed to be the seating governor.

“For us, Nyesom Wike’s involvement in transforming Edo State credited to Monday Okpebholo in his recent remarks in River State is a pure gaff and raises several unbelievable questions,” Idugboe stated.

He also noted that “As a former governor of Rivers State, Wike’s current role is Minister of the Federal Capital Territory FCT, not the President of Nigeria or the Governor of Edo State.

“This begs the question: how can someone outside of Edo State’s government be instrumental in its transformation?

“It’s puzzling that Governor Okpebholo, the supposed elected leader of Edo State, appears to be relying as a puppet on Wike who is a minister to drive development in the state.

“This not only undermines Okpebholo’s authority but also sensor clear disregards to the intellectual capabilities of the people of Edo State.

“In a sane society, one would expect the elected governor to take charge of governance and decision-making.

His poor understanding of governance has created a sense of instability and undermined democratic institutions.

“Ultimately, the people of Edo State deserve a clear understanding of who is driving development in their state and why.

“Transparency and accountability are essential in governance, and it’s crucial that Governor Okpebholo  prioritizes the needs and aspirations of his constituents rather than playing to the gallery and embarrassing Edo People.

“Okpebholo’s vindictive approach to governance is another clear indication that he only came to serve his Godfathers, a testament to his campaign promises to serve his Godfathers when he becomes the governor against the will of the people.

“Trusting Okpebholo’s government is akin to planting crops in a barren land, destined for failure.

“Despite his public appearances, inspecting some roads in Benin-city, the underlying issues remain unaddressed.

“To restore democracy and stability, Edo State must reassess its leadership and prioritize the rule of law.”

The Edo State Chapter of the People Democratic Party(PDP) yesterday, alleged that there was an attempt by security operatives to arrest the party’s star witnesses in the governorship election which resumes sitting today.

In a viral video, which had the candidate of the party in the September 21 election, Asue Ighodalo and the lead counsel to Ighodalo and PDP, Ken Mozia, SAN, and other party faithful, showed a plain cloth operative was trying to make an arrest and was being prevented.

One of the party officials in the video said that the counsel and the witnesses were going through what the situation would be like on Wednesday in the conference room of an hotel.

The official added, “All of a sudden, one of the security operatives said that the EFCC want to arrest witnesses of Ighodalo who are suppose to be in court on Wednesday in the first public hearing.

“They had no papers, they had no warrant of arrest, they had nothing and they just presented an identity card. Who does that? And taking into the fact that it is like reinforcing brazen criminality

“Ighodalo was even diplomatic and he let them to understand the enormity of what they are doing.”

“The State Security Services and the EFCC are not any offshoot of a political party or people who want to pervert justice. So they are doing this on the eve of the case.

“These witnesses are not on the run. There is no invitation prior to this time asking these people to report anywhere. They just came and there are three young who now went back to their vehicle and left the whole place in chaos.

An official of the hotel told journalists that the operatives said they are on investigation and that who they were looking for was not a lodger in the hotel before entering into the conference hall of the hotel which sparked the roar.

The Publicity Secretary of the State  Caretaker Committee, Chris Nehikhare, described the act as disgraceful, noting EFCC has been unleashed on their witnesses to do the hatchet job.

He said: “It is disgraceful that Edo State government has been reduced to this. Where  state powers are abused and in some cases act as the enforcement arm of the thugs.

“Just like they used the police to intimidate PDP chieftains and supporters during campaign and election, they have recruited EFCC to do the hatchet job on our witnesses.

“As this operation has failed today, we expect a deluge of thugs at the tribunal venue tomorrow(today,Wednesday) to disrupt proceedings just like they did at the INEC office when we wanted to go and examine election materials.”

However, a state government official said that what transpired in the video had nothing to do with the state government.

The official who pleaded anonymity said: “What happened had nothing to do with the state government. The PDP is bringing us into the issue but it has nothing to do with us.

An EFFC official in reply to a text message, said: “I don’t think it is EFFC.

A group, Justice Research Centre (JRC) yesterday  condemned the way and manner elected chairmen of the 18 local government areas were being impeached by councilors without passing through due process.

The Executive Director of the Centre, Donald Inwalomhe in a chat with journalists in Benin City said the current administration has contravened all constitutional provisions of the country’s constitution and disobedience to all court orders as far as the issue of local government areas are concerned in the state.

According to him, “They used former councilors in some local government areas and only one or two in others. For instance in Etsako West, they used former councilors to perpetrate their acts of removal while in Ikpoba-Okha, Ovia North East, Etsako East, Uhunmwonde, Orhionmwon and others, they used one councilor and then brought in former councilors to remove elected chairmen.

“This is absurd and a daylight robbery on democracy and it is unfortunate that people who front themselves as democrats are the ones displaying this illegality.”

He said: “There are constitutional processes for the impeachment of an elected chairman none of them were followed in the process that happened across the 18 local government areas.”

•Tension in Etsako East LGA as hoodlums snatch mace from councillors

Adibe Emenyonu in Benin City

The Edo State Chapter of the Peoples Democratic Party (PDP), has asked President Bola Ahmed Tinubu to call the state governor, Senator Monday Okpebholo, to order over the governor’s disregard for the rule of law, and court rulings regarding financial autonomy for local government councils.

In a related development, political tension heightened in Agenebode, the administrative headquarters of Etsako East Local Government Area of Edo State as suspected political thugs on Tuesday broke into the legislative chamber and snatched the legislative mace.

The development caused panic among council workers as the ten councillors reiterated their support for the Chairman of the Council, Princess Benedicta Attoh.

The opposition PDP also expressed deep worry at the way Okpebholo is going, stating if urgent and decisive action is not taken to address this lawlessness and restore order within the system, the state may witness an escalation that could result in crisis, anarchy, and chaos and which presents a clear and imminent danger of a breakdown of law and order.

Chairman of Edo PDP, Dr. Tony Aziegbemi, stated this in a press conference in Benin City on Tuesday tagged: Extermination of Constitutional Democracy in Edo State”.

He said despite the clear and binding judgment from the Chief Judge of Edo State, Justice Daniel Okungbowa, who upheld that the Edo State Government and the Edo State House of Assembly have no legal right to suspend or dissolve elected local government councils, the state government and their agents have proceeded to enforce their individual interests and capriciously and illegally and in breach of court injunctions in purportedly suspending the council chairmen.

According to him, the Edo Chief Judge abiding by principles of stare decisis, had cited the recent judgment delivered by the Supreme Court in July, 2024, in a suit filed by the Attorney General of the Federation and Minister of Justice, (an APC chieftain) affirming that the dissolution or suspension of elected local government council members by any state government, House of Assembly, or its agents is unconstitutional, illegal, and null and void.

However, Governor Okpebholo went ahead to suspend local government council chairmen and their deputies without regard to the constitutional, legal, social, security, political and economic implications and consequences.

Aziegbemi also asked President Tinubu to note there was no complaint made against the Vice Chairmen and the House of Assembly but the House of Assembly still proceeded to suspend them hiding under Section 20 of the same law, which did not give the Assembly any power to suspend any local government official.

He said this flagrant disregard for the judiciary and the subversion of the country’s constitution portend a serious threat to democracy, pointing out that if this lawlessness is allowed to continue, it will not only undermine the rule of law but will also create a dangerous precedent, weakening the entire legal and democratic system.

“What we are witnessing, and we say this with all sense of responsibility, is an attempt to unlawfully and illegally remove or overthrow an elected tier of government in Edo State, a component and federating unit of the Federal Republic of Nigeria, contrary to Section 1(2) of the Constitution and judicial orders. In other words, an attempted coup d’etat in the state”, the Edo PDP chair declared.

Aziegbemi further said: “We are compelled to call this press conference today to update the general public and all other stakeholders on the ongoing extermination of constitutional democracy, lawlessness, and blatant disregard for the rule of law by the Edo State Government under the leadership of Monday Okpebholo.

“We are deeply worried that if urgent and decisive action is not taken to address this lawlessness and restore order within the system, we may witness an escalation that could result in crisis, anarchy, and chaos and which presents a clear and imminent danger of a breakdown of law and order in Edo State.

“As you are aware, recent events have brought to light the unlawful suspension of the duly elected Chairmen and Vice Chairmen of the 18 Local Government Councils in Edo State purportedly by the State House of Assembly, following the directive of the Governor-select Monday Okpebholo.

“The illegal suspension, carried out on December 17, 2024, was executed under the false pretense of ‘gross misconduct and insubordination’, without fair hearing and under the misplaced and mistaken belief that the Chairmen and their Vice Chairmen are subordinate to the governor, who premised his directive on Section 10(1) of the Local Government Law of Edo State which has since been voided by the judgment of the Chief Judge of Edo State.

“It should be noted that no complaint was made against the Vice Chairmen and the House of Assembly still proceeded to suspend them and this they claimed to do under Section 20 of the same law, which did not give the Assembly any power to suspend any Local Government Official!!!

“We are alarmed that despite the clear and binding judgment from the Chief Judge of Edo State, Justice Daniel Okungbowa, who upheld that the Edo State Government and the Edo State House of Assembly have no legal right to suspend or dissolve elected local government councils, the state government and their agents proceeded to enforce their individual interests and capriciously and illegally and in breach of court injunctions in purportedly suspending the council chairmen.

“This they did without regard to the constitutional, legal, social, security, political and economic implications and consequences.  “The State Chief Judge, abiding by the principles of stare decisis, had cited the recent judgment delivered by the Supreme Court in July, 2024, in a suit filed by the Attorney General of the Federation and Minister of Justice, (an APC chieftain) affirming that the dissolution or suspension of elected local government council members by any state government, House of Assembly, or its agents is unconstitutional, illegal, and null and void.”

Besides, he reminded the president that what is happening in Edo State is a clear disregard of the advice of President Bola Ahmed Tinubu given through the Attorney General of the Federation on this matter, noting that the AGF was emphatic when he insisted that elected local government council chairmen and their vices cannot be dissolved, removed or suspended without following the due process of law, through the Councillors.

His words: “However, Governor Okpebholo and his handlers jettisoned the advisory, deploying thugs and non-state actors who have been moving from council to council with whips and dangerous weapons to illegally enforce the illegal suspension of the local government chairmen despite the prevailing legal position on this issue and in utter breach of express court orders.

“Most troubling however was that the council chairmen had approached the court for redress on the matter and Justice Efe Ikponmwonba of the Edo State High Court 2, Benin City issued a mandatory injunction, restraining the state government, the governor and other parties from meddling in local government affairs and operations until the substantive case has been heard and settled.

“Sadly, in total disregard of and disobedience to the prevailing orders and laws, the state government has continued in its acts of crass lawlessness, contemptuous disregard of judicial orders, abuse of processes and misuse of executive power, which dangerously portends the extermination of constitutional democracy in the State. We are aware that the Governor seeks to enforce and has indeed commenced his devious and illegal agenda with the help of vile and violent thugs and other non-state actors.”

Meanwhile in Etsako East LGA, it was gathered that the move by the hoodlums who snatched the legislative mace was aimed at using the mace to impeach the chairman.

Local government councils in Edo had been at loggerheads with the Edo State governor, Sen. Monday Okpebholo, following the illegal dissolution of the 18 local government council penultimate.

In a swift reaction to the development, the Councillors in a statement through the majority leader of the House, Ibrahim Abdulsalim Afoso, described those who perpetrated the act as democratic assassins who seek to murder democracy in Etsako East.

Afoso said: “We reaffirmed our unwavering support for the council Chairman Hon. Princess Benedicta Attoh. We are standing with her and by her.

“Any impeachment from any quarter can’t stand because it’s not coming from the elected Councillors. Hon. Benedicta Attoh is the Executive Chairman Etsako East Local Government Council and it will remain so”.

“We have just received reports that the legislative mace of the Etsako East Local Government Council has been stolen by unknown persons. We condemn this act and disassociate ourselves from this blatant display of desperation and lawlessness.

“In light of recent events, we, the councilors of Etsako East Local Government Area, wish to reaffirm our unwavering support and loyalty to our Chairman, Hon. Princess Benedicta Attoh. We stand firmly behind her leadership and vision for our local government council.

“We urge the perpetrators of the theft to return the mace immediately and call on the security agencies to investigate this incident and bring the culprits to justice.”

Edo State Governor, Senator Monday Okpebholo has signed the 2025 Appropriation bill of N675 billion, tagged – ‘Budget of Renewed Hope for A Rising Edo’ – into law after the bill was passed by the Edo State House of Assembly.

Assenting to the bill at the Government House, Benin City, on Wednesday, Governor Okphebholo said the budget would revive economy of the state and deliver the dividends of democracy to the people of the state.

Okpebholo said: “I have just signed into law, a budget of 675,220,058,858.52 tagged a ‘Renewed Hope Budget for a Rising Edo’.

Edo Government Warns Contractors Against Shoddy Jobs /2024/12/13/edo-government-warns-contractors-against-shoddy-jobs/ /2024/12/13/edo-government-warns-contractors-against-shoddy-jobs/#respond Fri, 13 Dec 2024 03:13:32 +0000 /?p=1039534

The Edo State Government has warned contractors handling various construction works to adhere to contract specifications, as it will not accept shoddy jobs.

Members of the state sub-committee on Physical Assets and Infrastructure set up by Governor Monday Okpebholo gave this warning when it visited construction sites to ascertain the level of compliance by the contractors who were awarded jobs by the immediate past administration.

Part of the committee’s mandate is to ascertain the true status of the inherited state government-owned assets, completed and ongoing projects from the immediate past government of Godwin Obaseki.

Chairman of the sub-committee, Mr. Patrick Obahiagbon, who led other members including Abass Braimah, Prince Kassim Afegbua, Mrs. Kenny Okojie, and Patrick Unopah, to various road construction sites, explained that the exercise was to ensure that road projects awarded by the past government were legitimate.

He said it was necessary to confirm that work was ongoing and that the amounts the projects were awarded for matched the length of the roads.

The chairman also emphasised the work should meet specifications and contract terms.

Some of the ongoing road projects inspected include the approximately 5-kilometer road stretch from Okada Avenue to Commercial Avenue, starting from the Sapele Road junction near the NNPC mega filling station.

Also inspected was the 7.38-kilometer dual carriageway awarded to Gladtrico International Limited.

This dual carriageway is being constructed at Evbuodia, Ulemon, crossing several communities to Upper Ekenwa Road

This road project was awarded by the immediate past government to Stefanutti Stocks Wapel Limited at the cost of N11.3 billion, with N2.8 billion paid as mobilization to the construction firm.

The project manager of the firm, Mr. Tiamiyu Ibrahim, told the committee that N4.5 billion had been paid as mobilisation to the company.

He added that the completion date for the work is February 2025.

However, at Adesuwa Street, off Airport Road, the committee expressed concern over what it described as the outrageous N4.5 billion cost for 8.9 kilometers of 14 inner roads.

It also observed that the 2.3-kilometer road awarded to Nsik Engineering Company Limited at First Ugbor faced scrutiny due to the non-presence of the contractor, no equipment was on-site, indicating that work had not commenced.

The committee, which also visited the Owina/Evbuotubu, Erunmwunse, Children Medical Road, and Okpe Roads, bemoaned the advanced payment of N5 billion to Stefanutti Stocks Wapel Limited, the firm handling the 8.9-kilometer roads.

The committee noted that although the contract was awarded at the cost of N19 billion, only 15 percent of the work had been completed, despite the N5 billion advance payment.

Also, on the lists of project sites visited are the reconstruction of Benin-Abraka road, phase 1-3, Avbodia-Uneme road and beyond, road and drainage work on Technical College Road, Benin.

Speaking to newsmen shortly after the inspection, Obahiagbon decried the lack of patronage for indigenous contractors in the state by the immediate past government in awarding road contracts.

He disclosed that of the projects visited, only one was awarded to a firm owned by an Edo State indigene, Gladtrico International Limited, adding that the work done by this construction firm was far better than those by non-indigenous firms.

Describing the trend as capital flight, the committee emphasized the need to patronize local contractors in the execution of projects related to internal road rehabilitation.

He said: “We have three fundamental observations. First, we don’t see 30 percent of the contract work done here thus far. What we have seen is far less.

“We don’t see a heavy presence on-site, and we encourage them to strengthen their presence so the work can finish on time for the benefit of the people of Edo.

“Overall, we’re not saying that any Nigerian is unqualified to bid, win, and execute jobs in any part of Edo State, but it’s significant to note that, so far, the job we’ve seen demonstrates admirable commitment, especially by a contractor who is an indigene of Edo State.

“There seems to have been a lot of capital flight in the state, when we know there are competent contractors in Edo that could have done the job.”

PDP Challenges Okpebholo to Disclose Procurement Procedure for Flyover /2024/11/21/pdp-challenges-okpebholo-to-disclose-procurement-procedure-for-flyover/ /2024/11/21/pdp-challenges-okpebholo-to-disclose-procurement-procedure-for-flyover/#respond Thu, 21 Nov 2024 01:46:47 +0000 /?p=1032958

The Edo State’s chapter of the Peoples Democratic Party (PDP) has called on the state governor, Senator Monday Okpebholo, to make public the procurement procedure for the newly flagged off ‘emergency’ overhead bridge at Ramat Park, Benin City, noting that the flyover is a white elephant project to reward godfathers for their role in subverting the will of Edo people at the just concluded gubernatorial election.

The party also stated that spending money without appropriation is an impeachable offence.

In a statement yesterday, the Publicity Secretary of the PDP Caretaker Committee, Chris Osa Nehikhare, said the people of the state demand and deserve transparency and clarity on the cost of the project and timeline, how the contractors were selected and whether the process complied with the State’s Public Procurement Act, among other details relating to the project.

“The recent activities and actions of the Monday Okpebholo-led government in the past few days of assuming office have confirmed our worst fears that the governor is going to run a profligate government, with blatant disregard for due process and fiscal irresponsibility.”

“It is an ominous start and signals what Edo people should expect in the coming days.

“It is concerning and quite troubling that the governor is kicking off his administration with white elephant projects to funnel resources into settling and rewarding political godfathers and allies for their role in subverting of the people’s mandate at the September 21 governorship polls,” he said.

Nehikhare added: “One of those projects is the emergency overhead bridge which was flagged off a couple of days ago at the Ramat Park axis of Benin City, which we are aware bypassed all standard procurement procedures. We demand that he makes public the procurement procedure for this project, stating the cost of the project and timeline, how the contractors were selected and whether the process complied with the State’s Public Procurement Act, among other details relating to the project.

“We understand that the governor owes some political debts which he incurred procuring the services of the godfathers and their infantry lions and tigers during the last governorship election. But we must warn him that the resources of the people of Edo State must not be frittered away in settling debts of these gluttonous godfathers who he has now re-empowered and are desperately seeking every avenue to hijack the people’s patrimony to suit their over-bloated ego and appetite for state funds.

“While we sympathise with him over the baggage and political debts hanging over his neck, we insist that he must be transparent in handling the State finances and not mortgage the future of the State and its people to please and satisfy the gluttonous appetite of the godfathers.”

“As a party, we draw his attention to the fact monies spent without appropriation of the House of Assembly is an impeachable offence and the PDP will not hesitate to drag him to the ICPC  for violating the public procurement Act.”
